According to the Public Relations Department of the National Cartographic Center of Iran, quoted from the International Cooperation and Engineering Services Export Department, following the ECO Technical Expert Group Meeting on Disaster Risk Reduction, the “Winter Field Exercise” in Erzurum, Türkiye commenced on March 5, 2025, with participation of the representatives of the ECO member countries, including Iran, Pakistan, Kyrgyzstan, and Afghanistan.

 

Seyed Abdoreza Saadat, the General Manager of Geodesy and Land Surveying Department and the Head of Crisis Management Committee of NCC, represented the National Cartographic Center of Iran during this exercise. The event included inspections of operational camps and equipment by the representatives of the ECO member countries, followed by an opening ceremony attended by the Governor and local officials of Erzurum. Teams and operational delegations participated in a city center parade as part of the inauguration.

 

Subsequently, a meeting was held to introduce the operational program with the participation of the head of the Turkish Ministry of Interior Disaster and Emergency Management Presidency (AFAD). The operation, which lasted for three consecutive days, deployed 833 personnel, 4 helicopters, and 8 drones focusing on aiding individuals affected by snow and avalanches.

 

Additionally, the representatives of ECO member countries and the head of AFAD held a joint meeting. The delegation also visited the AFAD center in Erzurum to familiarize themselves with its capabilities.

 

It should be noted that the Disaster and Emergency Management Authority of Türkiye (AFAD) serves as the principal organization responsible for disaster management and mitigation. AFAD plays a critical role in planning, coordinating, and executing rescue and relief operations during emergencies and natural disasters. Leveraging advanced technologies, skilled personnel, and modern equipment, the organization has developed significant capabilities in disaster management and providing aid to those affected. AFAD is recognized as a leading institution in this field within the region.
