Plan and Budget Organization and National Cartographic Center Have Heavy Responsibility of Policy-making, Leadership, Coordination, Budgeting and Management For All Fields of Surveying Engineering in Iran
Dr. Mirkazemi, Vice President and Head of Plan and Budget Organization of the Islamic Republic of Iran, in a message on the occasion of the 26th National Conference and Exhibition of Surveying Engineering and Spatial Information said: “Plan and Budget Organization of the Islamic Republic of Iran and National Cartographic Center of Iran have a heavy responsibility of policy-making, leadership, coordination, budgeting and management of all fields of surveying engineering in the country by defining the vision of the field”.
According to NCC report, Dr. Mirkazemi, Vice President and Head of Plan and Budget Organization of the Islamic Republic of Iran, on the occasion of the 26th National Conference and Exhibition of Surveying Engineering and Spatial Information in a message emphasized the importance of maps and spatial information in sustainable development of the country and considered the position of National Cartographic Center of Iran important in policies and planning.
The detailed message of Dr. Mirkazemi is as follows:
“Sustainable development or comprehensive and balanced development of the country is synonymous with the establishment of justice in all areas and the enjoyment of all sections of people from facilities and capabilities of the country. Since lots of information in today's world has a spatial component, Surveying Engineering plays a key role in the exploitation of resources, directing investments and sustainable development of the country by linking macro plans and decisions to location, in other words, to people.
The right of all people to have the facilities and resources, the prosperity of the whole country, depends on having sufficient information from different parts of the country. Possession of up-to-date map and spatial information from the country is the basis for the development and prosperity of the country, although having a favorable spatial information from the country requires more efforts of experts and stakeholders in this field.
Because of the extensive technological changes and many advances in the fields of collection, processing and presentation of spatial information, efforts will be successful when all the different parts of the field of surveying engineering work together in full coordination in a coherent framework while performing their tasks. Plan and Budget Organization of the Islamic Republic of Iran and National Cartographic Center of Iran have a heavy responsibility of policy-making, leadership, coordination, budgeting and management of all fields of surveying engineering in the country by defining the vision of the field.
Unfortunately, for many years, especially in the last decade, the position and role of National Cartographic Center of Iran has not been properly understood in the Plan and Budget Organization. National Cartographic Center of Iran, and even beyond, the owners of the industry of surveying and geo-information, must define and explain their role and mission on a national and cross-sectoral scale. by this definition, the position of NCC, has been properly defined in the Plan and Budget Organization, but how much has it really played a role in planning and distributing resources?! this a serious question. Today’s socio-economic problems and anomalies are the legacy of these negligences!
Justice in the distribution of resources definitely requires a correct spatial and geometric understanding of internal and external geography. Even the special characteristics of the near and far neighbors in the border provinces can be an important factor in distributing the budget and setting the development plans of the provinces. The map and spatial information industry will play an irreplaceable role in all of these examples. As a public servant in planning, I expect the activists and experts in this industry to play their role in this field properly.
These maps and spatial information play an infrastructural role in supporting citizens and businesses and e-government, while playing the same role for sustainable development and being used in construction plans and projects in the country, macro projects such as land use planning, cadaster, optimal management of environmental issues, natural resources, crisis management etc.
It is time for the Geomatics Conference to reach its national and international maturity, given the history of several decades of holding. National Spatial Data Infrastructure is one of the important infrastructures that should be completed quickly and provided to the managers of the country at various levels as an operational tool, and can be a key in setting this strategic plan. I hope that with the efforts of the new managers of NCC, this infrastructure will be implemented.
