After the election of NCC as the sole representative of Iran in APDIM:
First Meeting on Developing National Capacities and Expanding International Cooperation with the Asian and Pacific Centre for the Development of Disaster Information Management (APDIM) in National Cartographic Center of Iran
After the election of National Cartographic Center of Iran (NCC) as the sole representative of Iran in the Asian and Pacific Centre for the Development of Disaster Information Management (APDIM), the first meeting on Developing National Capacities and Expanding International Cooperation with APDIM was held in NCC.
According to the International Cooperation and Engineering Services Export Office of NCC, the first meeting to examine how to develop national capacities and expand international cooperation in the field of accidents data management in Iran with the Asian and Pacific Centre for the Development of Disaster Information Management (APDIM) was held on 22 February 2023 in NCC.
Regarding the election of the National Cartographic Center of Iran as the representative of the Islamic Republic of Iran in the Governing Council of APDIM, plenipotentiary representatives from the Plan and Budget Organization of the Islamic Republic of Iran, National Disaster Management Organization (NDMO), The Iranian Department of Environment, Iran Meteorological Organization, The Geological Survey and Mineral Exploration of Iran, Road, Housing and Urban Development Research Center, International Institute of Earthquake Engineering and Seismology, Natural Disasters Research Institute, The Iranian Space Agency, Geophysics Institute of Tehran University, Red Crescent Society and Ministry of Foreign Affairs attended this meeting.
In this meeting, Dr. Mohaghegh, the senior coordinator of APDIM, during an extended report, introduced the activities of this center and examined the challenges and priorities of disaster information management in the country, and presented suggestions for the expansion of regional and international cooperation in the field of accidents data and information. In the following, the present representatives discussed and exchanged opinions about solving the challenges caused by disasters.
Ali Javidaneh, Director General of NCC, stated that the purpose of holding this meeting is a more detailed examination of the capabilities of APDIM in crisis management of the country as well as the interaction between the institutions related to this issue, and said: “In order to achieve the goals related to crisis management at the country level, National Cartographic Center of Iran has established a committee under the title of “Crisis Management Committee” that the managers and technical experts of the organization as its members followed up and investigate the cases related to earthquakes, subsidence, floods, etc. in a specialized manner.”
Stating that the main gap in the use of APDIM capacity is the lack of a coordinating structure, Javidaneh added: “Executive agencies should accurately identify and announce the needs that they can fill with the capacity of APDIM”.
He added: “For cooperation and synergy between different organizations and institutions that are active in the field of crisis management, it is necessary to create a documented plan and structure to benefit more from APDIM 's capacity. For this purpose and in the first step to formulate a coordinated structure, it is necessary to compile the technical and specialized opinions of the executive bodies and then prepare an initial draft to be finalized. This plan leads to continues national and regional cooperation and interactions that solve ambiguities.”
It should be mentioned that in another part of this meeting, Dr. Mohaghegh presented the printed version of the Persian translation of the “Academy Module on ICT for Disaster Risk Management” to Dr. Javidaneh for the diligent follow-up of NCC in issues related to APDIM and appreciated the effective presence of NCC in APDIM’s Seventh Meeting of Governing Council in Turkey.
It should be noted that the Asian and Pacific Centre for the Development of Disaster Information Management is one of the five regional institutions of the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) and its headquarters is located in the Islamic Republic of Iran.
